The fastening on the back would date this to the late Victorian - Edwardian period, although the pin may have been mended and curled around the hinge making it shorter than you would usually find. Either way this is a pretty thing with a lovely hand made quality. It has lost much of its gilding but the stone is in good condition and the detailed metalwork very pretty.
